According to experts on the Brighton Past Facebook site, this was likely to be the starting of works to widen the promenade.

It also seems likely that this was work on the finishing touches of the Brighton Aquarium which was rebuilt and officially opened by the Duke of York on the 12th June, 1929.

It was around this time they also moved the Volks Aquarium Station to it's present position from near the Palace Pier.

The Arlington Hotel in the background later became the Hungry Ears pub (music venue).
